Control Panel
Right clicking on the Windows icon on the Windows 10 taskbar reveals many of the administration tools including — sometimes — Control Panel. I was happy to see Control Panel appear on my work machine, but sadly it never arrived on my home machine.
The solution is to run Windows PowerShell and to copy and paste the following script:

Once Windows Explorer restarts (takes a few seconds), Control Panel will appear in the right-click menu.
